So you have your accounts ready, software is on and arbs start falling down like
raindrops.

I guess you are not into 100 bookmakers to hunt them all down. Propably you have your 'favourites' which you know how they behave, if they withdraw fast, limit harshly, accept bigger bets etc.

Is this something that everyone learns from experience or is there any way to get closer to the 'perfect' formula faster ?

yea, you will learn as you go. each bookie has it's own tricks. stick to the biggest bookies and largest markets for starters and you'll be ok.
