To place a value bet in-play

I need an opinion about next situation
There is a value bet on Chelsea against Manchester with the odd 2.00
...but I miss an oportunity to place a bet before match and softies change the odd to 1.80
Is it still the value bet if I place the bet after 20 minutes in-play when the odd go up to 2.00 ?

You will understand if there is any value by comparing with the rest of the market. For example, if the Asians, betfair, etc have odds at 1.93, then yes, 2.00 has indeed value. I m including commission rates here, as they also represent true Odds, swallowed by the exchange itself.
