FYI this is strictly against Neteller policy...which is why all prices you find on localbitcoins.com are extremely expensive.

if you value your neteller account, just use https://www.bitpanda.com/ for your bitcoin trades. Pay their fee and have your mind at ease. 4-6% isnt that much anyway, considering the btc price swings.

If you wanna cut corners with randomers on the internet, prepare to lose your account and maybe lose money too.

BTC can not be illegal , it is a piece of random 1 and 0.
I would risk it, since hell, NT (and paysafe grout) is corrupt itself (sharing information with bookies and casinos).
The presumption of innocence, they need to prove it, before closing or confiscating the account.

Be very carefull trading bitcoins with Skrill and Neteller.If you transact with an unknown to you person they will send you an email asking what is your business with him.After you answer that,they will ask you to send documents that support our claims.If you don't send them in 48 hours,they will send the money back to the sender(and maybe they will close your account).If you send the documents they will send the money to the sender in 2-3 hours after the email that said that your account is ok now.These motherf... don't like to trade bitcoins and cryptocurrencies with them.You can only trade bitcoins with them if you have a business account.I know for personal experience.

skrill might chargeback if you say fraud and go through the hoops.
Another credit card provider might charge back easier your card deposit on skrill, which you used to buy bitcoins.

This is a pretty old way of scamming bitcoin traders though, too many moving parts, I suspect it wont work anymore.
