sMDM, this is a good post but...
There are many people  who started from level 6 and then jumped somewhere along the way.
There is logic in levels 1 and 2 but I don't see the need for level 3. This will require A LOT of effort and time and don't think that everyone here is a programmer. In some cases, level 3 would come together with level 5 at the same time.

Yeah thats true,
Some people start on Level 6, but I guess they weren't making good money and tried gambling.

For 3#
don't really need to be a programmer.
Lots of outsourcing services out there, where you can pay for the programming very cheaply.

So many sites out there for that, where programmers are more than happy to take your money.
If you are going to use these sites, i have a set of rules that I use:

#1 - Dont pay any money until you see the finished project (lots of scammers out there)
#2 - Have someone show you their experience that is related to your project before you choose them.
#3 - Don't choose the highest bidder (they are just money grabbing and couldn't care less.)
#4 - Enforce a policy of  WHEN work will start and WHEN work will be finished and how OFTEN you will get updates.

Have fun!

Arbing may be dead for some arbers but smart and creative arbers will always find new ways to get the golden goose. Betting industry changes very rapidly, we should be able to adept ourselves to new conditions. When I look to my career, I see I apply a different strategy every year. One year focused on cashback/loss bonuses, one year I abused basketball 1st half totals, other year live arbing, other year Parlay Arbing. This season I enjoyed Value Parlay Arbing mostly. You maximize profit when you just cover risk on 4-Game parlay. It may sound tough but when it hits, the reward is great.

Expectations and mentality would play a major role in your success. If you believe arbing is dead, then game is over for you. While some arbers quitted this business this year, some of us had best month of their career. Everything is up to you. Now, let's enjoy summer!
