I read at SBR forum by an Albanian punter that people from Kosovo own it.
Surprisingly, it is the only bookie that has the Albanian language available and written well, and it is a small bookie.

Hm i think thay have odds from sbobet, but Sbobet and 188 (singbet) offer nowadays Albania league regulary ..

I wasn't talking about odds on Albanian Superleague or Cup. I am well aware that Sbobet/188bet/ibc offer them regularly, though not when they are played on weekends.
I was talking about the interface language of Betin, which is also written in Albanian and the only bookie I have ever laid my eyes upon which has it. and Betin is a new, small bookmaker.
Anyway.

The forum has a banner, so they should be safe. Any deal other than that free bet?

The free bet is not a piece of cake. Single bets are not counting towards the bonus. As for the rest, it depends on how much you are ready to play and lose.

not exactly the same but i think 188bet has something with Singbet

So can you comment how safe you consider this book, who are the people behind it etc? I'm always very sceptic about new unknown Curacao based books.

This bookmaker is safe when your action is according to their size. Dont place bets of 1000s in small leagues.
They paid everyone so far. The people behind it...you never heard of them before. My info indicates that they are Ethnic Albanians from Kosovo. Will you risk it?
