I have a binance account and i would like to ask if anyone knows if i can get a binance card, how long it takes to come and how exactly it works on withdrawals.How much fees will be charged and can i withdraw from all ATMS or i have to find specific ATMS like ATMS for cryptos?

it's work like any other Mastercard as per withdrawals so every ATM is ok, you don't need a crypto ATM. It should come to your home in a week, not more than 2, if I remember correctly.
Fees I dont' remember, you can check on their site/app.
Don't know if it's ok with gambling profits (theorically shouldn't), but better wait for someone else who is using it for betting purposes
