Generally speaking, which time is ideal to send documents for verification in any given sportsbook? Is it better to wait until it is required of us/moment of withdraw, or is it better to do this procedure as soon as we open an account?

I start verification right away, before depositing. They don't have a chance to bring KYC up as a reason not to pay if they want to screw you when withdrawing.

A bad will or rogue bookmaker could always ask for an enhanced KYC process at any time. We have seen this several times.
Also, less experienced bettors could always take the wrong arb, the one that match fixers used as the bet of the day, and then get caught in a never ending adventure that could take up to 2 years. We have seen that several times too.
That means that an experienced bettor like your self, who only uses decent bookmakers should undertake the KYC straight from the very beginning, provided that all other criteria are met.

What happens when bookmaker A accepts all documents and finishes the KYC business as usual, and bookmaker B claims that documents are not OK and more docs should be sent?

We have a very recent example and I am afraid it is not encouraging.
So, a player is registering an ecoPayz account and the KYC is smooth and easy. He then registers to a Russian owned bookmaker (not 1xbet) and he wins some money. He then sends exactly the same documents that ecoPayz accepted some days ago. The bookmaker plays a hard game and he keeps asking for ''different angles'' etc. It is obvious the bookmaker is rogue.
Bottom line. Avoid shi.ty bookmakers. With them, it makes no sense what kind of document you send. They always have a problem for each and every of your solutions.
