ECJ rules against state monopolies

The European Court of Justice ruled against Italian gambling laws and is taking to court Sweden for it's gambling laws.
Now the question is, will ECJ be able to change laws or will the governments continue to act as they like?.I know Greece was taken to court to but nothing changed.

The penalties issued by courts are just a joke.
What is a penalty of 30-33k per day, when the monopolies earn a million or even more per day?
Especially for the southern countries, and that includes Italy also, the financial condition is so bad, that lenders from the North are ready to accept whatever needed in order to get their money back.

it's a shame that in italy there is still a gambling jurisdiction called AAMS that is a big legal MAFIA!
most of the italian bookmaker they limit you very fast after few bets and the worst thing is that every bookmaker that runs under that law must have same rules over every market.
that rules (about overtime, abandoned game, ecc.) only now start to be discovered, but are still about totally hidden for the public, this mean that you can make an arb with pinnacle mixed with some italian bookmaker and losing all your money if the match go on overtime for example and any tennis match is impossible to arb.
