Uruguay is about to become the next South American country to (de)regulate offshore wagering. Press leakes indicate that all gambling sites from abroad will be blocked by internet providers and all remaining gambling action will be taxed.
It remains to be seen how fast Uruguay moves.

The world does seem to be going backwards when it comes to citizens being able to spend THEIR money doing what THEY WANT with a company THEY want.  Makes me mad!!
