treasury Bill

Coming back from the bank yesterday and because one needs to invest and i cannot find a sure investment where money cannot be lost.
The adviser was advsing on bill treasury bill and i was offered 11 percent per year.

based on calculations, i think any investment about 15 percent per year is almost fraud but i was offered 11 percent by the bank and i am thinking, should i take it or is there a catch?
