Is web-scraping betting sites for events, odds, etc legal?

I noticed many bookies don't have an API, but there are several paid services who offer API to these bookies. (for example AsianOdds88, The Odds API, iSports, etc)

So they must be scraping the information from the website directly.

How does that stand legally?

So, tell me, do web-scrapping itself legal? If you are using it unethically, then I don't think so. However, it depends on the region, location, and circumstances whether you will face anything by doing so. The best solution is to go with permissions. Let's assume they all have permission to scrape.

There is a party going on with APIs as more and more businesses are based on them.
We can only assume, there is a signed deal between companies when both sides are happy. For example, Pinnacle's odds can be seen and used in AsianOdds and all Mollybet clones. I find it difficult to believe there is no deal among parties.
But at the same time, once you present your odds freely on the public domain, then how could you legally stop anyone from using them? Someone could say that API is not to be used without written permission, but API users could easily say ''we are not using your API, we are just clicking your website 24/7'', even though everybody knows this is not true.

Since in most sites odds are open to see for everyone there can not be any complain about it.
