Why would an agent refuse client volume?

Why would an agent refuse client volume?

Long story short I had an account with an agent that expired, not closed due to fraud etc I then emailed asking if they could reopen and give me the .01% cashback as per arbusers, I said I would move all my action from my other agent where I currently get a .01% cashback. They said to get the .01% cashback you needed to be a long time arbuser - not that they actually asked how long I had been on arbusers (obviously not long, not that they could know that).

My question really is if you offered an agent a 6 figure t/o volume per month and they could make .05% (saw this figure on the forum here somewhere) on that volume why would they not offer a cashback of .01%.
