that is a real danger
some books don't show the max stake
for example dafabet does
sportingbet doesn't
the danger is putting the first leg of an arb at a non-limited bookmaker and when putting the second one finding you are restricted to a low stake(or that the original stake was low)
some others show that at general rules
for that reason you must put the second leg of an arb at a non restricting bookmaker (pinnacle) or at a bookmaker showing your max stake and the first leg at a doubtful book
you won't always be told you are limited to a low stake,you must gust get over it
but in some cases you can find the original low stake earlier

Untill you get that experienced, avoid bets that you dont know if they are going to be accepted or not.
It is easier to place 1st leg in a bookmaker, and 2nd leg in basebooks (excahnges asians).
except big leagues at BWIN I always type in 2000€ at first, then it shows the possible amount - but - as I said - be careful:
Does NOT work on the major soccer leagues, NBA and other big events as there you may place even bigger amounts!
(Even Italy 2nd has partly very high limits!)
