I suppose you are referring to sports betting on line and not casinos. Because the answer will be different.

Sports betting on line is legal in: Argentina, Brazil, Bolivia, Chile, Colombia, Costa Rica, Guyana, Mexico, Nicaragua, Panama, Paraguay, Peru and Uruguay.

On line casinos in Latin America are lagging in the process.

The list is shorter for casinos: Colombia, Nicaragua, Panama, Peru.
In the next weeks and months there will be an avalanche of new licenses and regulation in Latin America. I m sure the list will be much bigger at the end of the year.

I am only naming regulated and completely legal environments. Many countries operate in the grey zone, something similar with Europe in the 00s. Of course you can make a lot of money there.

Let me highlight the only legal gambling activity in Venezuela can take place within the land based licensed casinos that accept cryptos as depositing method. Wondering why that is, and then I remembered why it was so insanely cheap to fly transcontinental via Eastern Europe's airports during the communist era.

During the communistic era, Eastern European countries, including Czechoslovakia, had a tremendous need for foreign exchange currency, USD, German Marks, British pounds etc. They needed these currencies to import critical goods from third countries, among other reasons. Thus, they were ready to exchange their own currency at ridiculous rates, far bellow the official rates.

In Eastern Germany there was an air carrier called Interflug. This carrier was flying to Bangkok, Beijing, Hanoi, etc, if you were willing to make a quick stop to change airplanes in Schoenenfeld airport of East Berlin. The cost of the ticket was 50% below the cost of the same ticket with Air France or KLM. Thus, East Germany could sell a ticket of 400 USD, just for 200 USD because of their urgent need to have USD.
