If i have Romanian citizenship but move abroad and having an UK adress ,bank account do i get UK treatment (bonusues,promotions) or you should have UK citizenship?

Bank accounts don't need to be anywhere specific. So just a matter of IP and proof of address which can be bought if you know where to look.

That's not always true. Many bookmakers allow a bank withdrawal only to a bank account of the country of registration. E.g. someone who registers Germany as a country, can't withdraw to a bank account in France (at least not in most cases).
