I seen a bet with EH 1 for one bet and 2 for the other bet on football(soccer)

So i'm assuming european handicap 1 and bet on the away team?
Can someone explain how this becomes a two way bet? i thought european handicaps makes three outcomes possible?

EH 1 is equivalent to +0.5 AH which is basically 1x. So the two way bet is 1x with 2.

So if the team were to win or draw, the eh 1 bet would win?

Yes. First score where it loses is 0-1 or 2nd team win with 1 goal difference.
