I won in their shops but they do not release my wining or reply to my emails. They just send automatic emails that the case is being reviewed. One of the main thing is that I am not a Belgian Resident and I played in the shop as tourist and they told me that they need Belgium Iban.
What steps do you recommend?

Belgium has one of the strictest gambling laws, but it comes with tremendous opportunities at the shops. I know for sure that ADRs do not work properly in Belgium.
Maybe you could start by getting a Belgian IBAN as requested. Some times ago WISE was offering Belgian bank accounts. Not sure if this is still the case, but you could ask them.
Then try the national Ombudsman.

I know that Wise provide the Belgium IBAN but they do not provide it for Albanian citizens.

They also told me that i am under investigation because I won too much in 2 different places. But if I bet 3000 andI win 8000 it is mto that strange

I guess you are in a dead end. Because of the country of your origin, you do not enjoy the protection and the benefits of an EU citizenship. Most probably the bookmaker identified this opportunity for them and decided to take advantage.
If they say that you won in 2 different shops and they already know it, maybe there is bigger plan against you. Maybe they watched through CCTV. Maybe they suspect that you belong to a bigger organisation who is beating them. Who knows.
In situations like these, procedures might take so long up to a point when the bettor is discouraged and capitulates. The amount of money at stake is not enough to cover the cost of a lawyer in Belgium and they know it.
Did you search the possibility to get a real bank account as an Albanian in a bank of Belgium? I know they will request 1000 papers, but who knows?
Then you should contact the Federal Ombudsman of Belgium. I have heard from other cases this Ombudsman is not that effective and it is very slow.
Then try ‘’The European Small Claims procedure’’ which is designed to simplify and speed up cross-border claims of up to €5000. But in this case, I m not sure if this is applicable to people outside the EU like your self.
If none of the above works, you will be left with the only choice to get a lawyer in Belgium. But then you will have to think about the overall costs.
