I can play in many bookmakers that are not licencsd in my country ( they let register) but their websites are blocked by government. Yes i can use vpn but thats no solution, most of them, if not all already, are blacklisted and not allowed.

What is solution to access those websites with my countries ip?

Looked for vds, but they offer just foreigh ip, one ip and thats all. Example if i am in austria, i can buy estonian ip and bookies will think i am in estonia. Its solution?

About proxy i dont know, many sources saying they see you.
