I haven't watched any of the game, but the report on kicker.de is that Germany is actually having difficulties in creating chances. The big star of the team, Kevin Volland came in on 46th minute. People have lost a lot of money on this match... almost nobody bet Germany ML , but a lot of them have bet -3.5 , -4.5Whatever. Fixed or not fixed, the result is that matters. Germany equalized now, I hope they score a 3rd cause a lot of people actually bet thousands in these kind of games.

Endresult: 3-2. Reading again kicker.de, the Faroe Islands were missing chances for the draw after the 3-2! Amazing, but true. The 1,01 favourite came through this time, I'm not sure about the bettor though...
You don't seem to understand me. What I'm saying is that it doesn't matter for you if it's fixed or not. If you lose your bankroll on a 1,01 bet, you won't get your money back if it's fixed. This is exactly the point in this thread. A clever arber shouldn't suggest to others to overcome limits by combining their bets to these "bankers". It's recipe for disaster.

You are wrong in that. There are many people who would bet large amounts of money to this 1,01 odds, because exactly they consider it "sure". So, they see it as 1% interest on a 2-hour investment. Of course it's not a sure thing. If it were the books wouldn't offer that bet at all. They may offer 1.01 when in fact the fair price is 1.03-1.04. That could make the value of your arb to evaporate and you are only taking an unnecessary risk.
Right now bwin offers 1.01 on Holland to win & bet365 1.012 but betfair back-lay prices are 1.03-1.04.
