Other friend who already had neteller account with plastic Net+ card reported me that he only clicked on "Verify your location" and account immediately was upgraded with no need of other verifications,also he done this step in other city than his details is registered so it means no GPS location was checked.After this he received email confirmation that his account is now verified.

If you see blue message above in your neteller account to confirm new document information you are at risk and they can disable your previously "Fully Verified" account at any time due to new policy and insufficient documentation.And I think there is no way to avoid selfie verification for new even EU account.I have asked my friend to register neteller to see what do they ask for new account and after he funded his account with skrill message selfie verification appeared with no option to order plastic card instead.He was not able to complete selfie verification as he use personal PC with no camera on it and there was no info if they accept selfie made by digital camera and their upload tool not had offline selfie upload function.

For eu I verified address step and then section " Verify account ownership" opened so there is shown two options to confirm selfie ID or instead order plastic mastercard to your account registered address and then active it so it might be only one possibility to avoid selfie ID for eu customers.

Maybe someone verified neteller account location?What do they ask at the next step of verification named "Verify account ownership" ?As I checked eu and non eu accounts both has same verification requirments.
