Are bookies actually checking utility bills, electricity bills phone bill, etc. with the governing bodies of those or not ?

I think it depends, on the Bookie usually if everything is OK, and they do not detect smth unusual, all good
they ask for electricity bill or bank statement if they detect smth(for example you transfer 10K 3 times per day, or you can use 2 emails), and they want to clear up...

they can change their policy, this is not forever... well it depends, us an example, agent assianconet also do not require before KYC procedure, now they do

I sent them Bank Statement after bank hours and after 1,5 hours they confirmed it is all good and send the money. I doubt they checked anything to be honest
