My last withdrawal at skrill was 5-6 days ago. No problems. Today i asked one more...
Do you have this problem with a specific bookmaker?

Sorry my bad, I meant ATM withdrawals taking money out using their Mastercard.

And this comes from their site on Help area about Greece:

Credit card withdrawals
Skrill is unable to process payouts to your credit card at the moment.

Maybe this was there in the past too, so I am just asking about your experiences too.

One more thing. Transferring money from Skrill to Neteller and vice versa used to be 1.9% charge while it is 3% rigth now. Am I right on this ?

I read what you said and in my understanding is that you can't withdraw to a greek card, you can as usual with their card (i haven't checked myself for a week though)

That's what it says (https://www.skrill.com/en/fees/). I also believe there is no cap like there is on Skrill to Skrill or Neteller to Neteller money transfers even if you are a VIP customer and regardless of how high a VIP level customer you are, so I believe that the Skrill to Neteller and Neteller to Skrill money transfer fee for every customer is a 3.00% fee with no cap whatsoever.
