Greece,
First of all you have to know that Greece is under capital controls regime. That means that some ATMs will not be loaded with cash. Other than that, Piraeus bank ATM will dispense 2000 euros at once or the limit set by the card provider. Alpha bank and NBG will dispense much lower amounts, (600-900 euros at once) because this is their daily limit. I have no idea about Eurobank and Attika bank. So far I believe Piraeus is the best option.
You should feel blessed with your cards in Greece because Greek issued cards are eligible for 420 euros on a weekly basis.

Re: ATM withdrawal limits
Is there a difference in Greece with indoor or outdoor ATMs? I mean, can you get 2000 from a Piraeus outdoor ATM or have to go indoors?

Re: ATM withdrawal limits
Besides the general rule of 1.000-2.000 euros withdrawals at once from German ATM's, there is one bank that probably sets the record for Europe.
Deutsche Bank's ATMs, 5k at once!
Could be even more, but I don't have a card with a higher limit to check it...

Latvia
Depends on each ATM, but the highest I've seen is on DNB Nord ATMs - 1250 euros. Another good thing about these ATMs is that most of them also dispense US dollars so you don't have to pay ridiculous exchange fees.
Other bank ATMs like Swedbank; SEB; Citadele have usual 500 euro limit per withdrawal.
