When you say "goverment hands", you mean a regulated market, (as the market of Spain, for example), or you mean any national bookmaker is owned by the state, like oil or mining companies in some countries?

Like Finland and Turkey.
They are different cases but in both of them the business is under the governments control, a state monopoly as arbusers said.

Can I place bets as a foreigner in those countries, or how can I?
For example in Turkey, there are 6 online dealers and 3-4000 stores. They are all offering the same odds, provided by Iddaa.
A non citizen can place bets in stores, there is no ID check (be careful for the tax limit) but can not play on online dealers.
