Penalty in covid-VAR soccer matches

Books seem to disagree much on the correct odds for a penalty to happen in soccer matches nowadays. Maybe some of their models do not include the recent effects of VAR and covid-19.

What does the community think?
Any data that supports that the likelyhood of a penalty to happen has changed from a couple of years ago?

almost every month also they change rules about what penalty is and is not... Also different leagues have different interpretations.

On average I think there is some more penalties and some less (diving). Overall it would nice to see true statistics.
