In Europe:
Gold in Austria up to 15k anonymous for cash.
Silver in Estonia no VAT (but if u are buying online, delivery on approx. 1kg of silver will cost u around 10% of the price per one kg). Meaning u don't pay VAT which will probably be around 20% but u should not overlook the costs of delivery that represent around 10% addition to the price.
Ideal situation would be that you are in Estonia for some other reason and once there you buy it.
