As I mentioned in earlier post. I would make factory reset now and then. That's because I want to be sure that the device is free from cookies. Factory reset when changing between bookies and/or use different device per bookie and friend if you have enough cheap devices. After limits discard the device and fetch a new one. Prepaid sim-card with internet connection or public wifi-hotspots are also good. Prepaids you can toss after few days / weeks usage and pick new one. I think it's not so bad that bookie can fetch info about the device since you are going to change devices frequently.
Mobile devices have IMEI-code that's like mac address and is unique(except with cheap china devices that can have same imeis ). Your mobile operator knows your devices IMEI but as far as I know it's not forwarded since your mobile connection is local or inside your country except in roaming instances (when you are travelling different country with your device and using local operator there). When using mobile data(3g, 4gLTE) connection through your phone you get dynamic ip like in any other internet connection. Imei is not included in mobile ip. There is also softwares that can change IMEI, but I think it's irrelevant with arbing.

For those of you on a Mac after changing ip and cleaning history and cookies use this app (https://wifispoof.com/ ) to spoof your wifi address.
