The few times I did some LoanSharking I always had pictures taken of the people I was loaning money too hold their ID up next to their face along with scanning their passport and driver's license.

Maybe an arber in need of additional ID's could do the same. Loan some poor bastard money and then offer them the possibility of re-payment with no interest if you can use their name and ID. Or go corral some drunks and tell them you'll give them a hundred or two hundred euro of drinking money each week for three months if you can scan their ID's and get a pic of them holding them up. Be creative!
