Is this an arb? At first bookie its asian handicap (-0.5),at another bookie  its european handicap (+1)?

Yes, it is an arb, but be carefull, check if the bookies have the same rules (if one settle handicap bets after regular time and another one after overtime, you may end up losing your bets)
