A bit of a noob question, but I hope that some of you might help.
I've heard many people here mention IBC in the past. I know that they used to be on Molly, and now they aren't, and, as far as I understand, they're sort of a sister-company of SBO.
But where / how can they be accessed? Do they limit winners? Is there an official website?

Those two related Minotaurs, mentioned by you were great in the past. Nowadays SBO/IBC are pretty OK mainly for your niche markets at very specific conditions (determined by your model) and if you know very well your markets! Asian Games 2023, Vietnamese Soccer, Asian Basketball and Baseball and so on.
For the usual day-to-day conditions, I think that ISN/Pinn and various exchanges are far better.
Specifically for your question: There are dozens and dozens of Molly brokers around, I doubt they all reject offering you these classical agencies. But the Molly platform is limited only to several kinds of sports, thus better to search for trustworthy brokers around the Asian IBC/SBO's domicile.

Is it not available on your molly account?
