If You know that odds of X bookie lags behind the market and You wanna place arb bets, how can You tell if the odds going to dump more what will cause the opposite side to pump, to be more precise with my question, what tools / software You use to check if it's smart to wait for even more market movement or it's good to take an arb at that moment?

In my view, it is experience and observation on this very specific market that will tell if a trend continues or not. I doubt there is any tool that will tell you that. If I don't have this experience, I would take the arb now, and wouldn't really care if the trend continues.
