People want to make money these days but are not willing to find an answer for the simpliest question asked, do you know that waiting to get an answer for your question you would get it in few minutes just googling? If you are extreme sharp you would struggle placing as much as you want eventually, even Pinny isnt winners welcome anymore as it used to be. I woudnt bother being you for now, if you get to that point you are limited everywhere you would easily find a way how to deal with that anyway.

There are sharp bookies but there are very rare sharper players. Only for those players sharp bookies use discriminating tactics.
I think your original question is not this, correct me if im wrong. It is for non limiting, paying, soft bookies.
There are no international bookies like this. Maybe you can find some local penny accounts deals but even them will notice that you win and will close the deal.
You can find bookies which last a lot of time with limited non 0 stakes. Depending on your country you have to try each bookie and make a list. Just don't try the ones mentioned by many users here that do not pay.

Let's distinguish the classical soft bookies and classical sharps (if these pure models are not in the past) from the soft bookie sharks, hiding under the pseudo-sharp masks. They target the pro-players as enemies and welcome only the recreational players.
For instance, the biggest UK agency is apparently pseudo-sharp, especially when the market turns into in-play mode. I think, that agency intentionally causes their published odds "to be caught in arbing situations" in the most popular arbing software products, to provide much liquidity for themselves only in the moments when they need it, or when quick need to hedge. Apparently, these are not to pay the PRO players.

The next step is, when more and more agencies tend to copy that behavior, how the players make a set of general rules for themselves, how many open positions to be held, and how much money to be held in these agencies, until they grow as big as that pseudo-sharp leader.

Generally, have to look over the dynamics of the process and must be careful.

As Wolfie said if you are REAL sharp (you stake high) and beat closing line consistently there isnt a bookie Im aware of who would be happy to take your bets. They either ban you or cut your stakes to limit their losses. In the past bookies would be happy to have such sharps to adjust their lines faster but looks like policy have changed over years and dumb managers decided to get rid of any bettors who cause them losing money.
