Shop gambling, Europe now.

I was told of a real story that happened some weeks ago, that I m sure you may find it both educative and interesting. I believe this scenario could be played out in dozens of European countries.
Someone, let’s call him Alex, is the owner of a land based betting shop somewhere in a European country with a perfectly regulated betting market. The shop’s revenue is based predominantly on slot machines. The shop is under the umbrella of a huge and well known betting firm. There are self exclusion laws in place and any client who decides to be self excluded will not be allowed to use the facilities of the shop.
However, every day’s practice and reality are telling a different story. The firm is looking to distribute betting IDs in the form of a card and vividly asks the shop owners to give these cards to their best clients and friends, even theirselves, in order to achieve the targets. The self excluded customers know that, and they come to the shops whenever they find some pocket money to continue betting asking, some times begging to be provided with these ID cards. The shop owners will then pass them their own cards and allow these clients to keep playing until they (again) lose all their money.
One day a self excluded customer, let's call him Chris, came to the shop, asked for the card and lost his last pennies. Chris belongs to what they call vulnerable groups. These are the groups with minimal loyalty to legality, constantly living from state benefits and crime. It is the kind of people that if you write any bad comment about them in the social media, your account will be instantly blocked.
The next day, Chris’ brother comes to the shop and accuses Alex for assisting Chris to commit a number of crimes, such us identity fraud, and self exclusion abuse. He is ready to go to the police as he says, unless Alex hands a significant amount of money, which is far bigger than what Chris ever lost, but not that big in order to jeopardise the operation of the shop.
Alex gives in, pays the money that was requested and immediately sells the shop to a rival entrepreneur. A week later another member of the vulnerable group comes to the new owner with similar claims.

Hello. I have this question. Well, a few years ago I opened my Paddypower account online. I made a deposit there using my ATM card. Then, after a few minutes, I ordered the money to be transferred to my Skrill account, checking how quickly they make withdrawals. After a few hours my Paddypower account was blocked forever, sending me an email saying they had the right to do so without explaining why. I have a question now. If I start playing in their land-based stores, will I have problems with withdrawing money if they ask me for my ID card? If my online account has been permanently closed, can I play normally in their land-based stores?
