From a quick search I found out that 1win is predominantly targeting the Indian market. Is that correct?

I live in morocco here we have 1win.com.ci, and i followed a tipster who made publicity and said 1win is good, they propose all the markets all sports , i did not know that 1win is russian bookmaker..

Try Indian Consumer Complaints Forum, surprisingly many claim they had their cases solved. Maybe they care for their reputation in india, who knows.

I have a feeling that unless the regulator agrees to and is able to make the operator payout, OP has run out of options
In general, for dealing with voids from betting sites I do things in 3 phases. If one fails I move to the next:
1. Look for mediation websites. Your leverage here is the damage you can cause to the operator's reputation. Places that this can sometimes be done effectively include thepogg, casinomeister, gamblinggrumbles and askgamblers. If I have a complaint I try to find a website where the operator has been responsive to complaints in the past and/or has a good reputation that they may want to protect.
2. Go to the regulator. This is where OP is at. I have no experience with the regulator that he is using but it doesn't look great. One thing that may happen is that regulator's behaviour can change over time. So a complaint they were unresponsive to today may be more effective if resubmitted at a later date. No one likes to wait for their money and for the most part it's probably wishful thinking to believe that such changes may happen. But it has happened before.
3. Lawyer. You're not going to want to do this for 4k. But for 10k up, there are even some no win no fee lawyers that are able to make things happen. You'll have to give up a steep %. But the initial arbitration phase alone can be effective at making the operator decide to pay out rather than going through the hassle of a lawsuit.
Many operators are invulnerable to all the above and when this is the case you'll have to eat the loss. Many will never respond to mediation sites, have a regulator that never helps the client and operate anonymously with the use of .io domains or other masking tools that make it very difficult for a lawyer to even discover who they're supposed to even sue. In these cases you have to decide if you think the upside of payouts outweighs the downside of the voids. Many disreputable sites are worth playing if you are willing to accept the occasional theft of your funds as the cost of doing business. If you cannot accept any voids you must avoid such places. And when deciding who to play, you also have to include the opportunity cost of onerous and abusive verification procedures and slow pays.

It is always difficult to go after Russian ownership bookmakers because they have impunity. There is no mechanism that checks them. Of course, if more money is at stake you would have bigger options but again, I m pretty sure the ownership of every Russian bookmaker is well hidden and camouflaged (to use a war terminology) behind straw men.
Maybe the best thing you could do Nacer, is selecting your bookmakers in a better way.
Now I believe this bookmaker is very well exposed to the Indian market and maybe it worths pursuing that way? I m always against any character assassination efforts, but here it could be a double side abuse.

you can also say to them that you will turn to European Ombudsman and you will start a petiton at European Parliament against them. You can throw in that you will report this issue at Court of Justice of the European Union (CURIA).

I think you should look around what your legal options are, where you can make complaints (I don't know what are the options in Morocco). Threat the regulator that you will turn to the authorities if they don't do anything with the bookie, which will have legal consequences.
